Abstract
The optimization of urban community public service capacity is a critical issue affecting the modernization of grassroots governance amid the deepening urbanization.Existing studies are largely confined to single-dimensional analysis,suffering from dual limitations:fragmentation of theoretical explanations and lack of systematicity.The mechanism of service capacity building should be theoretically interpreted within the interactive system of demand-side evolution and sup-ply-side adaptation:the synergistic evolution of service responsiveness,adaptability,and collabora-tive capacity constitutes its core mechanism,essentially achieving dynamic supply-demand balance through precise demand identification,elastic resource allocation,and dynamic supply adaptation.Furthermore,multiple case studies demonstrate that the demand-oriented capacity-building model holds significant explanatory power across differentiated practical contexts.Through the dual inno-vation of precise demand identification and adaptive service supply,it drives the transformation of community service provision from crude expansion to precise governance.关键词
