Limited Integration:Limits and Optimization Path of Simple Governance at Grass-Roots Level
摘要
Abstract
Formalism is a prominent problem faced by grass-roots governance at present.Realizing simple governance is an important way to solve this structural problem and realize governance mod-ernization.The important foundation of realizing simple governance at the grass-roots level lies in the integration ability of township government.Under the background of the transformation of grass-roots governance,grass-roots political power is facing the subjective crisis of"limited integra-tion"of concentration of governance power,upward movement of governance resources,expansion of governance content and falsification of governance organization,which is embodied in standardi-zation of grass-roots political power certification,adjustment of involution and response form,which also leads to the overall dilemma of high energy consumption and formalism of grass-roots governance.Therefore,simple governance in the new period needs to endow grass-roots political power with more full autonomy,provide institutional space for power operation,and stimulate the subjectivity of grass-roots cadres and the vitality of grass-roots governance.关键词
