Identify Crisis of Liberal International Order,Anxiety Management,and Hybrid Warfare

Abstract
Ontological Security Theory posits that anxiety is the fundamental state of human existence,which drives individuals to pursue power so as to shape the future in their favor.In this process,social order and ideology help individuals share experiences and cooperate with others to gain control over the future.Building on this framework,this article constructs Group Anxiety Management Strategy,which explains the motivation,mechanism,and social effects of national securitization behaviors in national security affairs from a socio-psychological perspective,and applies this strategy to group anxiety management of Liberal In-ternational Order(LIO).With respect to the LIO,anxiety is managed through two interrelated mechanisms:channeling internal anxieties into the fear of a"primary Other",thereby reinforcing member states'compliance with hegemonic authority;and leveraging social order to maintain meaning systems and ideology to construct moral standards,coordinating internal relations and competition with the"primary Other".With the securitization of hybrid threat as a case study,this article analyzes the motives behind the hybrid threat securitization through which LIO defines threats,shapes rivalries,and re-establishes confront-ational routine relation with the"primary Other"while facing an identity crisis.This process also reveals the mechanism and possible social effects while LIO re-establishes confrontational routines with the"primary Other",manages collective anxiety,harmonizes internal positions,and strengthens the social or-der,and has to face the unintended consequences of hybrid warfare.关键词
