Strengthening of the US-Japan Technological Alliance from the Perspective of Structural Technological Power
摘要
Abstract
The increasingly intense technological competition among major powers has given rise to the theory of"structural technological power",which evolves from traditional structural power theory with a fo-cus on"technology"as its lens and"major powers"as its actors.From the perspective of structural techno-logical power,the three major dimensions formed after the diffusion of technology and security constitute the impetus for the simultaneous reinforcement of the U.S.-Japan technology alliance across the four domains:knowledge,security,production,and finance.Viewing these four domains as an integrated whole reveals that the goals of strengthening the U.S.-Japan technology alliance extend beyond technological advancement and security safeguard to include system building.Naturally,the dynamics reinforcing the U.S.-Japan tech-nology alliance also proceed from these three aspects:enhancing competitiveness in high-tech fields through technological collaboration,suppressing China's technological development under the pretext of"security",and shaping an exclusionary system to limit the space for developing countries.The strengthe-ning of the U.S.-Japan technological alliance has fresh implications for both countries themselves,China,and the international system as well.Continuous observation of its evolution not only facilitates a deeper un-derstanding of the underlying significance behind the phenomena such as"the politicization of international trade and economic issues,the weaponization of interdependence,and the bloc formation in science and technology",but also offers valuable insights for China's future decision-making.关键词
