The"Self"and the"Other":The Strategic Narrative of U.S.Science and Technology Competition with China

Abstract
In its scientific and technological competition with China,the United States has constructed a strategic narrative of scientific and technological competition with China based on the logic of"self-other"and centered on such narrative elements as"context,character,conflict and moral".This strategic narra-tive is named"competition",but its narrative construction is actually to build momentum for the contain-ment of China's science and technology.In terms of contextualization,the US has shaped the context that technological leadership is crucial to the US based on the basic state of the international system,thus crea-ting an atmosphere of oppositionbetween the US as the"self"and China as the"other";in terms of charac-terization,China is seen as a"technological challenger"and"technological authoritarian",while the US is positioned as a"technological defender"and"technological democrat".In terms of conflict creation,the U.S.weaves the storyline of"things getting worse",while China is seen as the"main culprit"for"things getting worse";in terms of moral,the U.S.proposes solutions to reverse the"deteriorating"conflict plot at both the'self'and'other'levels.The U.S.-constructed strategic narrative of science and technology com-petition with China has a misleading effect,a mobilizing effect,and a proliferation effect at the strategic level.In this regard,China should provide an alternative narrative to the U.S.science and technology com-petition narrative with China,so as to create a favorable public opinion environment for China to facilitate its foreign science and technology cooperation.关键词
