中国水利发展与治水思想的历史演变及其时代价值解析
Evolution and contemporary mission of China's water conservancy development and water management philosophy

Abstract
From Dayu's flood control efforts to modern hydraulic engineering,China's water conservan-cy development boasts a rich history,reflecting the close ties between Chinese civilization development and water resources management.This paper reviews the evolution of water conservancy in China,clari-fies the trends in water management philosophy,and explores the interaction between water conservancy development and water management philosophy,while summarizes insights from historical experiences for contemporary practices.The research identifies seven stages in China's water conservancy development,including the pioneering and development stage,the development stage dominated by the Yellow River Basin,the flourishing stage of the Yangtze-Huaihe River Basin,the recovery of the Yellow River Basin and the continuous development of the Yangtze-Huaihe River Basin,the dominant stage of the Yangtze River Basin and basins south to it,the general recovery and decline stage and the comprehensive develop-ment stage of modern water conservancy.Water demands have evolved from"security needs"to"eco-nomic needs"and finally to"comfort needs",reflecting multi-tier demands of socio-economic develop-ment.The philosophy of water management has shifted through four stages,including dependence,devel-opment,exploitation,and harmony,illustrating the changing relationship between humanity and water re-sources.Historical experiences in water management demonstrate that China's water management history is closely intertwined with the nation's destiny,reflecting the evolution of strategic thinking,technologi-cal innovation,and governance concepts.The water management mode has gradually shifted from disaster prevention to multi-stakeholder collaborative governance,advancing sustainable water resources manage-ment and international cooperation.关键词
