Analysis and discussion on changes of U.S.tuna purse seine fleet in the Western and Central Pacific Ocean under the management of parties to the Nauru Agreement's Vessel Day Scheme

Abstract
The tuna purse seine fleet is the only distant water fishing fleet in the United States.This article introduces the development and changes of the U.S.tuna purse seine fleet in the Western and Central Pacific Ocean(WCPO),elaborates the process by which parties to the Nauru Agreement(PNA)have implemented the Vessel Day Scheme(VDS)since 2007 and insisted on requiring the U.S.tuna purse seine fleet to be included in VDS management,as well as the changes before and after the U.S.tuna purse seine fleet was included in VDS management,and current operational trends for the fleet.Finally,it points out that PNA's implementation of VDS management and changes of the U.S.government's financial support policy were the main reasons for the rise and decline of the U.S.tuna purse seine fleet in the WCPO in the 21st century.It proposes that the tuna purse seine fleet in China should strengthen its own construction,face up to the irreplaceable nature of PNA waters and the complexity of the WCPO tuna purse seine fishery,and strengthen cooperation and research with PNA and other international organizations.关键词
