摘要
Abstract
Dog management is crucial for neighborhood harmony,public health,environmental hygiene,etc.,not only reflecting the level of urban civilization,but also testing the capacities of governance and refined management of local governments.With the increasing number of pet dogs in China,relevant problems have been increasingly prominent.Dog management measures have been explored and innovated in many cities,receiving notable success in rabies prevention and control,in spite of some problems,such as inadequate legal frameworks,irrational division of regulation,poor awareness for good practices of pet keeping,and outdated management measures or technical tools,posing a high risk of prevalence or transmission between humans and animals.Here,the status of dog management and rabies prevention in China were reviewed,current problems and challenges were systematically analyzed,the underlying causes and improvement strategies for dog governance dilemmas were discussed from the perspectives of legislation,society and technology,with a view to guiding to build a scientific,law-based and humane management system.关键词
