基于德尔菲法的非免疫区布鲁氏菌病防控效果评价指标体系构建
Construction of Effect Evaluation Indicator System for Brucellosis Prevention and Control in Districts/Counties without Vaccination Based on the Delphi Method
摘要
Abstract
In order to provide animal disease control institutions at all levels with a scientific and comprehensive evaluation indicator system for the effectiveness of Brucellosis prevention and control in the zones without vaccination,targeting at Xinjiang region,29 experts with extensive experience in Brucellosis prevention and research were invited for two rounds of correspondence consultations using the Delphi method,based on preliminary first-and second-level indicators.An evaluation indicator system for such purpose was finally constructed,involving regional characteristics,veterinary system,laboratory capacity building,policy support,livestock farming management,monitoring,investigation,elimination and disease-free status,quarantine supervision,public awareness campaigns and training,etc.,which should be further optimized and applied according to local practices,as appropriate.The established system provided not only an evaluation basis for scientifically quantifying the effectiveness of plans/programs for Brucellosis prevention and control,but also a decision-making support for overcoming the bottlenecks in such efforts,and optimizing resource allocation.关键词
