政策工具视角下我国共同富裕政策的实践研究
Research on the Practical Logic of China's Common Prosperity Policy from the Perspective of Policy Tools

Abstract
The effective implementation of the common prosperity policy is not merely an economic redistribution but a systematic project for modernizing the national governance system.It plays roles of cultivating innovation,guiding incentives,and imposing normative constraints on policy subjects,thereby effectively promoting the steady progress of all Chinese people towards the goal of common prosperity.Departing from the supply-demand policy tool analytical framework and based on the policy tool spectrum perspective,this study combines methods such as bibliometric analysis,content analysis,and social network analysis to conduct a quantitative analysis of the policy texts related to common prosperity in China.The findings show that current policy objectives for ecological civilization are relatively absent,which indirectly reflects that the current approach to achieving common prosperity is mainly focused on material civilization,followed by social civilization and then spiritual civilization.This reflects the long-term nature of achieving common prosperity and is in line with the current actual situation.The current policy practice for common prosperity mainly uses mixed tools,supplemented by coercive tools,with relatively few voluntary policy tools in use.This requires government departments to flexibly use policy tools and increase the application of voluntary policy tools.In addition,the exploration of cases such as the"flying land model"and"leading enterprises"has become successful experiences that other provinces and cities can draw on.As the current common prosperity policy remains in the exploration stage,strengthening the cooperation among government departments will be a key focus for future work.This study provides theoretical support for enriching the relevant theories of common prosperity and optimizing government governance tools.关键词
