Abstract

Against the backdrop of increasingly severe global climate change and carbon emissions,the construction of zero carbon emission parks has emerged as a critical lever to achieve China's carbon neutrality goal and is becoming a central topic in its low-car-bon transition.However,existing studies have primarily focused on individual technologies,localized policies,or single types of indus-trial parks,with relatively limited foundational and systematic research on the theory and practice of zero carbon emission parks devel-opment in China from the perspective of national macro-level strategies.This study systematically defines the concept of zero carbon emission parks,clarifies the necessity of their development,and assesses their feasibility in terms of technology,economics,and man-agement.Drawing on an in-depth review of China's zero carbon emission parks policies,standards,and practices,this study identifies their key challenges,including institutional bottlenecks,outdated product policies,limited financing,unclear marketization pathways,inconsistent evaluation standards,and restricted application of new and renewable energy.To address these challenges,the study pro-poses a three-dimensional governance framework(development stage,carbon reduction scope,and construction measures)to clarify phased pathways toward carbon neutrality in parks.Focusing on three dominant park archetypes(manufacturing,business service,and eco-agricultural),it identifies their distinct carbon sources and tailors differentiated decarbonization strategies,thereby fostering diversi-fied development models across primary,secondary,and tertiary industries.Drawing on source innovation theory and the two-sided mar-ket model,this study constructs a multi-stakeholder collaborative governance ecosystem with zero carbon emission parks as the plat-form,revealing the interactive logic and collaborative mechanisms among the government,park operators,enterprises,financial institu-tions,the public,and third-party service organizations.Based on this,this study proposes six integrated policy measures that include re-solving institutional bottlenecks,prioritizing zero-carbon products,expanding financing channels,clarifying marketization pathways,unifying evaluation standards,and accelerating renewable energy use,with the aim of promoting high-quality development of zero car-bon emission parks and providing strong support for China in achieving its carbon neutrality goal.
