Abstract

As global climate change becomes increasingly severe,carbon emission reduction has become a core issue for countries worldwide in addressing climate challenges.Against this background,the synergy of pollution reduction and carbon control has gradual-ly become an important approach to ecological and environmental governance in China.Based on the homology of greenhouse gases and pollutants,the consistency of measures and systems,and the consolidation of regulatory authorities,the synergistic governance of car-bon emission reduction and pollution control systems is fully feasible.At the same time,the intrinsic requirement for whole-process con-trol of pollution reduction and carbon control,together with the legal mandate for carbon emission reduction systems and policies,under-scores the necessity of their synergistic governance.Although the feasibility and necessity of synergistic governance are evident,when promoting the synergistic implementation of pollution reduction and carbon control,the differences in the attributes of greenhouse gases and pollutants,the absence of synergistic management mechanisms,and the low level of synergistic governance norms have to some ex-tent hindered the process of ecological and environmental governance.To address this situation,the study proposes achieving deep inte-gration of carbon emission reduction and pollution control systems from the dimensions of horizontal system synergy and vertical system linkage.The horizontal synergy dimension aims to strengthen the organic integration of the carbon assessment system and the environ-mental impact assessment system,the carbon emission trading quota allocation system and the sewage permit system,as well as the car-bon emission trading system and the sewage trading system.The vertical linkage dimension emphasizes the improvement of the internal linkage mechanism between the carbon emission reduction system and the pollution control system to promote their synergistic efficien-cy.Overall,the findings of this study provide a solid theoretical foundation for the realization of China's"dual-carbon"goals and the achievement of pollution control targets,and they actively address governance challenges in current synergistic practices of pollution re-duction and carbon control,offering important theoretical and practical significance.
