可再生能源配额制促进了低碳技术创新吗?
Does the renewable portfolio standard promote low-carbon technology innovation?

Abstract
Currently,China's renewable energy policies are gradually shifting from price-incentive feed-in tariffs to the quantity-con-strained renewable portfolio standard.While existing studies have explored the impact of feed-in tariffs on low-carbon technology inno-vation,there is a lack of empirical evidence regarding the relationship between the renewable portfolio standard and low-carbon technol-ogy innovation.Based on the panel data from county-level regions from 2011 to 2021,this study employed continuous difference-in-dif-ferences models to empirically examine the impact of the renewable portfolio standard on low-carbon technology innovation.The find-ings revealed that:① The consumption targets stipulated by the renewable portfolio standard had not yet demonstrated a positive effect on low-carbon technology innovation,primarily due to the unreasonable setting of these targets.② In contrast,the stringency of con-sumption targets significantly incentivized low-carbon technology innovation,implying that the key to the inducement effect of the re-newable portfolio standard on low-carbon technology innovation lay in the stringency of consumption targets.③ Increasing the stringen-cy of consumption targets significantly induced technological innovation in clean energy,energy storage technology,carbon reduction technology for fossil fuels,and energy conservation and recycling.However,it did not have a significant impact on technological innova-tion related to greenhouse gas capture,utilization,and storage.④ The stringency of consumption targets had a significant positive im-pact on invention-type technology innovations,which required higher innovation input and technological content,but did not significant-ly affect utility model-type low-carbon technology innovations.⑤ The stringency of consumption targets positively influenced low-car-bon technology innovation in economically developed regions but had no significant impact in less economically developed regions.Therefore,optimizing the renewable portfolio standard should focus on the stringency of consumption targets while fully considering re-gional differences in resource endowments and the development levels of renewable energy.This approach would better leverage the in-ducement effect of the renewable portfolio standard on low-carbon technology innovation,promote the low-carbon transition of energy structures,and facilitate earlier achievement of carbon peaking and carbon neutrality goals.Additionally,to avoid the"low-carbon tech-nology gap,"support for low-carbon technology innovation in economically less developed regions should be strengthened.These re-gions should be encouraged to undertake more innovation activities in the field of low-carbon technology,thus narrowing the gap in low-carbon technology innovation between economically developed and less developed regions.关键词
