党内法规制度实施督查:现状、困境与对策
Supervisory Inspection of Intra-Party Regulations:Status Quo,Challenges and Countermeasures

Abstract
The supervision and inspection of intra-Party laws and regulations refers to supervisory activities covering the entire implementation chain-namely rule awarness,compliance,enforcement,evaluation,and re-cord-filing review.It constitutes an indispensable approach to enhancing the enforcement of intra-Party regu-lations and to strengthening Party supervision.As an integral component of the Party's supervisory architec-ture,inspection of intra-Party regulations operates under a designated leadership structure,follows prescribed operating procedures,flexibly deploys a variety of inspection methods,and takes multiple forms depending on supervisory bodies,target entities,institutional design,and inspection frequency.At present,efforts to make these inspections more scientific,standardized,and institution-based still face a number of shortcomings.Nec-essary improvement measures include formulating dedicated normative instruments,heightening supervisory awareness among relevant actors,building the capacity of supervisory bodies,specifying the scope and proce-dures of inspection,identifying key regulations in a more scientific manner,and refining the inspection mecha-nism itself.关键词
