Systemic Logic of the Institutional Framework for the Party's Self-Reform in the New Era:An Analysis within the Technology-Organization-Environment(TOE)Framework

Abstract
The Party's self-reform institutional framework constitutes a coherent,institutionalised system.Applying the Technology-Organization-Environment(TOE)analytical framework,this study clarifies the framework's systemic logic and the internal relationships that sustain it.The overarching principle is the system of full and rigorous Party self-governance,while its core comprises three subsystems:the system of overall Par-ty leadership,the system of intra-Party regulations,and a supervisory system characterised by unified leader-ship,full coverage,and high authority and efficiency.Four institutional mechanisms correspond one-to-one with this overarching principle and the three subsystems:(1)the inspection-and-patrol mechanism;(2)the mechanism for upholding truth,correcting errors,uncovering problems,and remedying deviations;(3)an inte-grated mechanism that supervises and restrains power while advancing the policy of"three no corruptions"(no formation of corruption,no occurrence of corruption,and no tolerance of corruption);and(4)the responsibility mechanism for full and rigorous Party self-governance.Together,these mechanisms constitute the dynamic component of the self-reform framework.Digital technology is now embedded in power supervision,anti-cor-ruption,and strict Party self-governance,reshaping and optimising organisational structures and enhancing the framework's operation through value shaping,process re-engineering,and technological upgrading.By means of strict Party self-governance,anti-corruption,and intra-Party supervision,the Party's self-re-form has reshaped,purified,and optimised the Party's internal political ecology,thereby guiding social revolu-tion,deepening comprehensive reform,advancing Chinese-style modernisation,and realising a people-cen-tred vision.关键词
