Organizational Learning in Party-Based Governance:A Typological Analysis of the CPC's Intra-Party Learning Mechanisms

Abstract
The intra-Party learning mechanism is a core institutional resource for the Communist Party of Chi-·125·na(CPC)in exercising party-led governance.Based on the two dimensions of supporting unit and organiza-tional mode,its primary forms are collective study,cadre training,Party-wide education,and publicity-ori-ented study.Collective study allows CPC organisations at every level to institutionalise sessions in which mem-bers learn together;it not only provides an important platform for theoretical study but also meshes organically with day-to-day governance.Cadre training,delivered through a network of dedicated training institutions,cultivates cadres'political integrity,enhances their governance capacity and underpins policy implementation.Party-wide education involves time-bound,theme-centred campaigns of ideological learning that help pre-serve organisational cohesion and are gradually becoming normalised.Publicity-oriented study disseminates pol-icy documents in a staged manner over a set period,effectively transmitting policy information while remaining closely linked to policy execution.In the practice of party-led governance,the effectiveness of Party learning depends not only on how deeply organised learning is embedded in governance processes,but also on the agency and flexibility inherent in adaptive learning.关键词
