Reform Approach and Mechanism Innovation of Party Building Leading Grassroots Governance

Abstract
Grassroots governance is a fundamental project for modernizing the national governance system and governance capacity,and the leadership of the Party is the fundamental guarantee for national governance.Strengthening the leading role of Party building in grassroots governance is a reform strategy that effectively addresses the difficulties in grassroots governance,such as the diffi-culty in giving full play to the core role,the difficulty in consolidating ideological consensus,the difficulty in integrating resources,the difficulty in meeting people's livelihood needs,and the diffi-culty in improving governance efficiency.To advance the reform of grassroots governance led by the Party building,it is necessary to improve the leadership system in which the Party leads the overall situation and coordinates all parties,adhere to the clear orientation of focusing on the grassroots and the foundation,improve the clear list of matters with clear powers and responsibilities and cor-responding capabilities,and innovate scientific,precise,practical and effective working methods.Only in this way can effective communication,proactive actions and orderly operation between the will of the state and the will of society be promoted,continuously consolidating the Party's govern-ance foundation,consolidating the cornerstone of national stability and improving the quality of life of the people be achieved.关键词
