Abstract
Party building leading the grassroots composite governance system is an innovative grass-roots social governance structure with distinct Chinese characteristics,based on the deep intersec-tion and organic integration of grassroots Party building and grassroots governance in terms of gov-ernance subjects,governance goals,system mechanisms,etc.Party building leads the efficient op-eration of grassroots composite governance system,which can fully release the system potential of"composite governance",respond to the diverse demands of society,and solve complex problems in grassroots governance.In practice,grassroots Party building and grassroots governance have not a-chieved effective mutual promotion.Under the pressure transmission mechanism,grassroots Party building and grassroots governance have become superimposed"task burden",which together in-tensified the"overload"operation of the grassroots composite governance system.To correct the dilemma of Party building leading the grassroots composite governance system,it is necessary to improve the efficiency and resilience of the grassroots composite governance system,and promote the deep integration of Party building and governance through system debugging,resource integra-tion and technical empowerment to achieve a"super composition"operation state.关键词
