大语言模型背景下政务数据共享的逻辑嬗变与制度完善
The Logical Evolution and Institutional Improvement of Government Data Sharing in the Context of Large Language Models

Abstract
Under the background of embedding large language models in the government affairs field,government data sharing has become an important support for enhancing intelligent govern-ance capabilities,which is related to the transformation of data resources into decision-making ele-ments.The current system framework is based on hierarchical responsibility and overall coordina-tion.Unified standards and directory management solidify the data foundation.Legal sharing and supply-demand matching regulate usage behavior.Safety supervision and technical platforms ensure the operation of sharing.Overall,it focuses on the on-demand response to structured data.The government affairs large model possesses capabilities such as natural language processing,multi-modal generation,and knowledge graph reasoning,and puts forward diverse and high-quality de-mands for government data.Under the new demands,government data sharing is undergoing multi-dimensional changes such as content expansion,diversified bases,proactive methods,trans-formation of security paradigms,and coordination of rights and responsibilities mechanisms.The improvement of the government data sharing system should be advanced from aspects such as local improvement,classified and graded governance,optimization of data directories,enhancement of platform capabilities,equal emphasis on data quality and security,and coordination of management systems.关键词
