Interface Risks and Prevention Paths of Government Services Driven by Generative Artificial Intelligence

Abstract
Generative artificial intelligence driving government services has become an important trend of government digital transformation.The embedding of generative artificial intelligence tech-nology forms a triple interface of technology,institution and relation with government process,bu-reaucratic rules and multi-subjects.The imbalance of the three in the process of mutual construc-tion creates the risk of interweaving and reinforcing each other.At the technological interface,alien-ation risks emerge,such as algorithmic"black-boxing",interface"indifference",and instrumental"rationalization".At the institutional interface,"immune responses"manifest as blurred responsi-bilities,power restructuring,and delayed iteration.At the relational interface,role conflicts arise,including civil servants' skill anxiety,the alienation of public participation,and insufficient consid-eration of public values by technology developers.To address these challenges,it is necessary to build a"controllable and trustworthy"technological governance system,refine an"agile and com-patible"rule adaptation mechanism,and foster a"human-machine collaboration"capability ecosys-tem.This will advance government services from a technology-tool orientation to a new paradigm of synergistic evolution among technology,institutions,and actors,thereby solidifying the founda-tion of government digital transformation.关键词
