纵向应急管理职责关系的异化张力与优化策略
The Alienation Tension and Optimization Strategy of Vertical Emergency Management Responsibility Relationship
摘要
Abstract
The vertical emergency responsibility relationship of the government based on the princi-ple of"local management as the main approach"is a key variable affecting the effectiveness of emer-gency management.The"continuum"can provide a new interpretation for this issue.In reality,the logic of responsibility attribution,continuity and contingency often deviate into ambiguous re-sponsibility attribution points,interrupted responsibility chains and fragmented networks,and ob-stacles in the adaptability of the responsibility system.To this end,it is necessary to clarify the spectrum of rights and responsibilities system,compress the space for shirking and evading respon-sibilities,break through the vertical hierarchical barriers,promote the vertical coordination of re-sponsibilities,accurately perceive the situation and expand the threshold of responsibility fulfill-ment capacity,so as to truly achieve the original design intention of local management as the main approach and the expected goal of the responsibility continuum.关键词
