The Efficiency Operation Mechanisms and Adaptation Pathways of Provincial Policy Higher-Level Impetus

Abstract
The efficiency mechanism of higher-level impetus in provincial policies is essentially an administrative interaction process involving the transmission of political momentum from provincial decision-making centers and the structured response of provincial bureaucratic systems.However,the"facilitation mechanism"driven from the top does not inevitably transform into an efficient"im-plementation mechanism".In practice,this mechanism may encounter three types of interaction de-viations impeding efficiency.Ambiguous policy intent leads to semantic translation dilemmas for implementers,causing cognitive biases and policy stagnation due to oversimplification and inertia in bureaucratic cognition.Vague policy tasks result in difficulties in task refinement,triggering divi-sion-of-labor biases alongside responsibility suspension and overlap under abstract task directives.Unclear policy requirements provoke benefit-claiming and responsibility-avoidance games in cross-departmental collaboration,inducing coordination biases and operational imbalance.These struc-tural contradictions manifest as a chain of attenuation effects,including unclear cognition,uncoor-dinated division of labor,and unsmooth coordination,with their roots lying in expedient responses under bureaucratic blame-avoidance logic,responsibility suspension during abstract task execution,and operational disorder from organizational overload.To overcome efficiency bottlenecks,a refined adaptation pathway must be constructed.We should establish a routine monitoring and early warn-ing mechanism to preempt policy risks,leverage systematic collaborative optimization mechanisms to clarify policy cognition,utilize institutionalized operational adaptation mechanisms to optimize di-vision of labor,rebuild structured resilience guarantee mechanisms to boost coordination,and rein-force experiential iterative learning mechanisms to advance policy innovation.关键词
