自贸港背景下海南省台风灾后农业恢复的治理困境与优化路径
摘要
Abstract
Against the backdrop of the construction of the Hainan Free Trade Port and the frequent occurrence of typhoon disasters,this paper takes Typhoon"Yagi"as an example and,based on the theory of public governance,systematically explores the core dilemmas and optimization paths of post-disaster agricultural recovery governance in Hainan Province.The research finds that the current governance system has problems such as vertical fractures in policy implementation,inefficient cross-departmental collaboration,imbalance between institutional innovation and emergency scenario adaptation,and conflicts among multiple strategic goals,which limit the efficiency of post-disaster recovery.In response,this paper proposes optimization paths such as building a hierarchical governance mechanism,re-engineering emergency collaboration processes,innovating the institutional-scenario adaptation mechanism,and establishing a dynamic priority decision-making framework,aiming to enhance policy resilience,improve emergency response efficiency,and promote the deep integration of the open advantages of the Free Trade Port with agricultural disaster governance.The research provides theoretical support and practical references for post-disaster agricultural recovery governancein the context of the Hainan Free Trade Port,contributing to achieving a dynamic balance between safety and development.关键词
