以山东水发REIT项目为例探讨水利基础设施REITs实践探索与推进措施
Exploration and promotion strategies of water conservancy infrastructure REITs:a case study of the Shuifa Group REIT project in Shandong

Abstract
In the context of increasing financing demands for water conservancy construction and policies promoting the revitalization of existing assets,water conservancy infrastructure REITs have become an innovative tool to address financing challenges in the sector.Taking the Shuifa Group REIT project in Shandong as a case study,this paper provides a detailed analysis of its significance in supporting regional development and revitalizing existing assets,as well as the opportunities it presents.It thoroughly examines practical aspects such as asset selection,product design,and financial performance after project initiation,along with key challenges encountered during implementation.Drawing on the experience of the Zhejiang Yinhua Shaoxing raw water REIT project in cross-departmental coordination and property rights registration reform,targeted strategies are proposed,including establishing a provincial-level task force,improving asset compliance and rectification,building a water-related asset platform,and advancing property rights registration system reform.These measures aim to provide practical implementation pathways.The research findings offer valuable reference for improving the market-oriented financing mechanism for water conservancy infrastructure and promoting similar REITs projects in comparable regions.关键词
