Value Implications,Practical Dilemmas and Action Logic of Supply-demand Matching of Industrial Talents from the Perspective of Complex Adaptive Systems

Abstract
Industrial talents serve as a core driver of national innovation and a fundamental pillar in building a robust education system.Addressing the mismatch between talents supply and demand has become a critical task in the integrated development strategy of education,science and technology,and human resources in the new era.Achieving systematic coordination between supply and demand is essential for industrial transformation and upgrading,technological innovation,high-quality educational development and the mitigation of structural unemployment.Based on the Complex Adaptive Systems(CAS)theory,this study examines China's industrial talents supply-demand matching system and identifies three major challenges:the non-linear evolution of cognitive biases and the disconnection between vocational and industrial systems;the de-coupling of industry demand forecasting mechanisms from education-industry collaboration;the mismatch between standardized talents cultivation systems and market-driven human capital conversion.To address these challenges,this study proposes a four-dimensional action framework encompassing cultural empowerment,market incentives,supply-side adaptation and policy safeguards.Specific measures include:establishing a vocational honor system and fostering cultural identity;developing demand forecasting models guided by industrial technology roadmaps and creating information-sharing platforms;building a market-oriented standardized talents cultivation system;aligning occupational qualification frameworks with industrial talents standards.关键词
