Research on the Financing Risks and Legislative Regulation of Public-Private Partnership(PPP)between Government and Social Capital

Abstract
The widespread application of PPP(Public-Private Partnership)model in China's infrastructure con-struction has effectively promoted the supply of public services,but the accompanying financing risks have become a growing concern.As the number and scale of PPP projects increase,the variety and complexity of financing risks also continue to escalate.Local governments have indirectly incurred debt through the PPP model,thereby increas-ing the implicit financial burden.Although relevant policy documents and regulations have been issued,the absence of a unified legal framework has led to inconsistencies and regulatory gaps in policy implementation.Moreover,in-adequate information disclosure and a lack of public oversight further intensify the financing risks associated with these projects.To address these challenges,urgent improvements are needed in China's PPP legislative regulatory framework.Proposed measures for improvement include accelerating the establishment of a unified PPP law,en-hancing project screening and risk assessment mechanisms,clarifying principles of risk sharing,strengthening fiscal debt management,and improving mechanisms for information disclosure and public participation.These reforms can effectively mitigate the financing risks of PPP projects,promote the standardized development of the PPP model,ensure the effective use of public resources and the stability of fiscal finances,and provide strong support for sus-tainable economic development.关键词
