基于政策保障的城市老旧小区更新顶层设计研究
Study on the Top-Level Design for the Renewal of Urban Old Neighborhoods Based on the Policy Support
摘要
Abstract
Due to a series of problems in the financing of the renewal of urban old neighborhoods,such as unclear responsibilities of the main renewal body,imperfect supporting policies,narrow and shallow financing channels,insufficient organization,planning and coordination,unsound performance feedback and compensation mechanism,etc.,the renewal of urban old neighborhoods has great difficulties,great risks and low willingness.Thus,this paper proposes a top-level design based on policy support,and establishes a tax–sharing calculation mechanism model for the renewal of urban old neighborhoods.Taking policy support as a breakthrough,it proposes to establish a comprehensive balance mechanism that includes fair compensation for both old and new benefits,opportunities for increasing property values,and tax breaks and low-interest rates,aiming to solve the financing dilemma for the renewal of urban old neighborhoods.关键词
