Two-stage optimization of pricing of backhaul and two-direction transportation organization for heavy-haul railways considering carbon tax

Abstract
The operating status of heavy-haul railways is mostly unbalanced between heavy outbound transportation and empty backhaul transportation.Under China's dual carbon goals,it has given importance to heavy-haul railways backhaul transportation to accelerate transportation structure adjustments.In the first stage,to ensure the sustainability of heavy-haul railways backhaul transportation business,from the perspective of transportation enterprise and shippers,the optimization model of heavy-haul railways backhaul pricing strategy and train formation plan was established which maximized economic benefits of heavy-haul railway transportation enterprise and minimized total generalized costs of shippers.It introduced carbon tax and considered the impact of environmental,economic and time costs.A non-dominated sorting genetic algorithm with elite strategy(NSGA-II)was designed.In the second stage,the optimization model of heavy-haul trains timetable was established under the certain train formation plan.The model was to minimize the time taken by all trains completing operations,which ensured the orderly operation of trains and fully utilized the capacity of the railway.The research results are shown as follows.In the Pareto front solution obtained,as the average heavy-haul railway backhaul freight rate decreases by 24.07%,backhaul freight volumes increase by 41.59%,and the total generalized costs of shippers are reduced by 3.53%.Meanwhile,economic benefits of heavy-haul railway transportation enterprise decline by 27.49%,but the economic benefits can exceed 19 million yuan attracting more than 1 million tons of cargo in backhaul.The time-span of heavy-haul trains timetable corresponding to Pareto front solution varies from 164.72 hours to 179.98 hours.Moreover,as the carbon tax rate increases from 20 yuan per ton CO2 to 600 yuan per ton CO2,enterprise economic benefits and carbon emission reduction rate increase by 25.62%and 14.98%respectively.The research results can provide a reference for heavy-haul railways to improve competitiveness and optimize transportation productions.关键词
