The Theoretical Connotation and Practical Path of Empowering the High-quality Development of an Open Economy with New Quality Productive Forces

Abstract
The high-quality development of an open economy faces structural constraints including innovation momentum bottlenecks,talent supply gaps,low-end lock-ins in the value chain,regional openness imbalances,and green transition challenges.The key to overcoming these constraints lies in systematic empowerment through the integration of new quality productive forces.As a product of global openness,new quality productive forces is also the catalyst for further opening-up.It can promote high-quality development of an open economy through multiple dimensions.In terms of driving forces,technological innovation enhances factor allocation efficiency,restructures international discourse systems,and establishes endogenous growth mechanisms for open economy.Regarding human capital,revolutionary technological breakthroughs dismantle knowledge monopolies,transform tradi-tional talent cultivation models,and address the shortage of high-end professionals in institutional opening-up.At the industrial level,the coordinated evolution of"technological innovation-organizational restructuring-value chain upgrading"catalyzes energy-level leaps in industrial chains.In terms of spatial dimension,it can solve the problem of imbalance through reshaping regional opening-up layouts and optimizing spatial allocation efficiency of factors.In the value dimension,the green development concept unites the consensus on open value.关键词
