Exploration of High-quality Collaborative Development Path between State-owned Enterprises and Private Enterprises during the 15th Five-Year Plan Period

Abstract
During the 14th Five-Year Plan period,significant achievements have been made in the cooperation between state-owned enterprises and pri-vate enterprises in various aspects such as capital,industrial chain,supply chain,and technological innovation.This has accumulated rich practical experiences for the high-quality coordinated development of state-owned enterprises and private enterprises during the 15th Five-Year Plan period.Dur-ing the 15th Five-Year Plan period,China's economic development faces new situations and opportunities.First,the accelerated development of new quality productivity has injected new impetus into scientific and technological innovation.Second,the integration of real and digital industry has promo-ted the in-depth development of China's modern industrial system.Third,the shift of moderately loose monetary policy has provided more powerful fi-nancial support for the development of enterprises.These new situations have created a good external environment for the high-quality development of enterprises during the 15th Five-Year Plan period.However,at present,the high-quality coordinated development of state-owned enterprises and pri-vate enterprises still faces difficulties and obstacles from multiple levels,including macro,meso,and micro level,which require comprehensive consid-eration and analysis.On this basis,combined with the macroeconomic policies and national development plans during the 15th Five-Year Plan period,China should explore the paths of high-quality coordinated development between state-owned enterprises and private enterprises,including improving the top-level design of high-quality coordinated development and building a coordinated and efficient development ecology at the macro level,promoting industrial co-construction through developing new quality productive forces and modernizing the industrial chain at the meso level,and ensuring equal use of factors through integrated efforts of investment,financing,and management at the micro level.关键词
