Risk Avoidance and Obstacle Removal:The Practical Logic of Social Forces Participating in the Modernization of Agriculture and Rural Areas in China

Abstract
Social forces significantly promote the modernization of agriculture and rural areas by leveraging their unique advantages.This paper con-structs an analytical framework based on sustainable livelihoods theory and Williamson's economic governance theory.It examines the trends of social forces entering agriculture and rural areas,analyzes the risks they bring,and identifies the obstacles they face.The study finds that the number of agri-businesses in China is increasing,the scale and proportion of enterprises flowing into agriculture are steadily expanding,and the mechanisms for sharing benefits between social forces and farmers are diversifying.However,social forces also bring risks.From a macro perspective,they increase market risks and threaten food security.From a micro perspective,they result in damage to the interests of key stakeholders and inadequate livelihood security for farmers.At the same time,social forces entering agriculture and rural areas also face obstacles at three levels:resource allocation,policy supply,and governance structure.Resource allocation includes land,capital,and labor;policy supply includes a lack of systematic policy support and an in-complete policy support system for insurance and guarantees;and governance structure mainly involves excessive government intervention in land trans-fer prices,lagging construction of rural property rights trading markets,and a need to strengthen the protection of rural land property rights.To address these issues,this study proposes optimization recommendations from two perspectives:risk avoidance and obstacle clearance.These include strengthe-ning guidance and regulatory oversight for social forces,promoting the formation of interest communities between social forces and farmers,improving unemployment prevention and safety systems,accelerating the establishment of mechanisms to ensure the supply of land,talent,and financing,impro-ving the policy support system for social forces,and constructing and improving mitigation strategies such as rural property rights markets.关键词
