Abstract

[Objective]Ecological water supplement(EWS)is an important measure for replenishing water volume and im-proving water quality in rivers and lakes.Establishing a compensation and incentive mechanism that promotes water conserva-tion and water quality protection is of great significance for the effective and sustainable operation of EWS projects.[Methods]This paper distinguished between the compensation and incentive mechanism for EWS and the watershed ecologi-cal compensation mechanism,and analyzed the compensators and beneficiaries in three areas:the water source area,the tran-sit area,and the receiving area.This study proposed a coupled model of EWS and watershed ecological compensation,as well as a standalone EWS compensation model.Based on water quality and quantity,this paper developed a method for calculating EWS compensation standards and conditions,established the EWS compensation criteria,and analyzed them using the Qing-shuihuantong Project in Ningbo City as a case study.[Results]Results showed that the implementation conditions for EWS compensation were impacted by the relationship among the water quality of ecological water supplement,the transit areas,and the receiving areas,as well as by the benefit from water quality improvement.The transit and receiving areas shared the oper-ational cost of the EWS project based on the degree of pollution attributable to the transit area.After the introduction of water quality compensation mechanism,EWS price in the receiving area of Ningbo's Qingshuihuantong Project decreased by 32%-49%.[Conclusion]The compensation and incentive mechanism for EWS project is applicable to areas without watershed ecological compensation.EWS can reduce the EWS price in receiving areas,promote the protection of ecological water quality in transit areas,reduce ecological water wastage,and ensure the long-term and efficient operation of EWS.
