Abstract

At present,the number of for-profit non-public medical institutions in China has exceeded that of public medical institutions,which can no longer match the traditional medical and health supervision system.Based on field investigations and literature review,this study developed a new credit-based supervision model for for-profit non-public medical institutions,and conducted a trial involving 150 such institutions.A mechanism of in-process and post-event supervision was established based on credit ratings and targeted regulation,converting institutions'daily operational behaviors into credit scores.According to the scores,institutions were categorized as low or high credit risk.Low-risk institutions were subject to routine verification and low-frequency supervision,while high-risk institutions were subject to on-site approvals and high-frequency inspections.The model actively encourages medical institutions to self-regulate their diagnostic and treatment behaviors.After one year of trial implementation,surveys showed high levels of support and recognition from participating institutions.The promotion and improvement of this model could enhance the efficiency of regulatory work and help resolve the current mismatch between regulatory workload and capacity.
