基于史密斯政策执行过程模型的我国食品安全政策执行偏差的动因探究与提升策略
Exploration of motivation and promotion of food safety policy execution deviation in China:based on Smith policy implementation process model
摘要
Abstract
Food safety concerns people's well-being,and deviations in policy implementation can undermine people's quality of life,health level and safety bottom line.From the perspective of public health policy,this study adopts Smith's policy implementation process model as the analytical framework,focusing on four key elements:idealized policy,implementing agency,target group,and policy environment.The analysis identifies several factors contributing to deviations in food safety policy execution,including lack of enforceability,policy delays,misinterpretation and poor communication by executing bodies,insufficient trust among target groups,weak resource integration,and inadequate supervision.Based on these findings,the paper proposes strategies to enhance policy implementation effectiveness,such as reforming the legal and regulatory framework,strengthening safety supervision systems,fostering corporate responsibility,restoring public confidence in food safety,and strictly enforcing accountability mechanisms.关键词
