我国基层医疗卫生机构应急能力评价指标体系的研究进展与启示
Research progress and insights of the emergency capacity evaluation index system of primary medical and health institutions in China

Abstract
Objective To summarize the research progress on the evaluation index system for emergency capacity of primary medical and health institutions in China,and to provide references for enhancing the scientific evaluation and construction of emergency capacity at the primary level under the context of the 14th Five-Year Plan.Methods A systematic search and screening of domestic databases were conducted.The included literature was assessed for quality,and the evaluation index systems were further extracted,analyzed,and summarized.Results A total of 20 studies were included.Most lacked foundational theoretical support in indicator construction,and only a few conducted empirical research.The Delphi method was the most commonly used approach for weighting indicators.The overall quality of the literature was moderate.After consolidation,a total of 9 primary indicators and 58 secondary indicators were identified.Conclusions The existing research on the emergency capacity evaluation of primary medical and health institutions in China is still at an initial stage.While most first-level indicators align with nine key dimensions,inconsistencies remain in the understanding and wording of indicators across levels,and a consensus on the evaluation framework has not yet been reached.It is recommended to further clarify the roles of primary institutions within the national emergency response system under the 14th Five-Year Plan and to enhance evaluation and development of emergency capacity through five feasible ideas.关键词
