杭州市区(县)级疾控中心人力资源现状分析与发展对策
Analysis of current human resource status and development strategies for Centers for Disease Control and Prevention at the county and district levels in Hangzhou

Abstract
Objective To understand the current situation of human resources in disease prevention and control institutions at county level in Hangzhou,so as to provide scientific basis and policy suggestions for rational allocation of human resources.Methods The staff of 14 district/county-level Centers for Disease Control and Prevention(CDCs)in Hangzhou in 2023 were selected as the research subjects,and their gender,age,education,professional title and job category were analyzed to reveal the current situation and existing problems of human resource allocation.Results The total staff count across Hangzhou's district/county CDCs was 908.The gender ratio(male to female)was 69.72∶100.Staff were predominantly in the 25-34 and 35-44 age groups.The highest education level was primarily undergraduate(67.4%),followed by postgraduate(22.1%).Professional titles were mainly intermediate(30.3%)and junior(27.8%),with senior titles accounting for 21.0%.The majority of staff were health professionals(79.2%).The CDC staffing rate per 10 000 population was 0.73.Conclusions Hangzhou's grassroots CDC staff face the challenge of high education levels but low professional titles.Furthermore,the staffing rate per 10 000 population(0.73)shows a considerable gap compared to the Zhejiang Provincial recommended standard of 1.27 per 10 000.Based on these findings,countermeasures are proposed,including a talent strategy emphasizing both"recruitment and cultivation",optimizing job management mechanisms,building a comprehensive CDC network system,and strengthening information technology development.These measures aim to enhance regional public health service capacity and provide a reference for the high-quality development of the CDC system.关键词
