Satisfaction,Current Challenges and Future Development of Pension Insurance System Reform in Government and Public Institutions

Abstract
Since the reform of the pension insurance system for government and public institutions in China in 2015,the new system has been operating well overall.However,little attention was paid to the staff's attitude.This study distributed 750 questionnaires and conducted 21 unstructured interviews with staff from government and public institutions in Beijing,Jilin,Heilongjiang,Guangdong,Yunnan,and Inner Mongolia.The findings are as follows:Firstly,there is generally good satisfaction with the contribution rate as stipulated in the reform clauses,with respondents in Guangdong reporting the highest level of satisfaction.Secondly,after the reform,respondents' wage satisfaction increases significantly,while their pension satisfaction decreases significantly.Respondents with a high promotion focus have a more positive attitude toward reform,while those with a high prevention focus are more likely to have a negative attitude.Thirdly,before and after the reform,respondents' pension satisfaction is significantly positively correlated with their wage satisfaction.Lastly,the change of pension satisfaction is significantly positively correlated with wage satisfaction.Changes in pension satisfaction may affect people's overall job satisfaction more easily than changes in wage satisfaction.It is suggested that future improvements should focus on the organic combination of policy publicity and implementation,effective coordination between different systems,the potential impact of reform satisfaction on job satisfaction,and the balanced development of wage and pension insurance.关键词
