Abstract
The risk of disability has emerged as a new social challenge amid an ageing population.In response,China has embarked on developing a long-term care insurance(LTCI)system.This journey has progressed from local-level experimentation to nationally coordinated pilot programmes.Following extensive pilot testing,the government has now committed to the full establishment of an LTCI system.To achieve this,a clear policy framework is needed—one that sets out funding mechanisms,benefit structures,standard systems,and administrative procedures.Crucially,long-term care insurance must evolve in step with the development of care services to ensure it fulfills its protective function.As a basic safety net,LTCI offers essential coverage,but broader protection requires complementary measures such as commercial insurance,care subsidies,charitable support,and mutual aid.A multi-tiered long-term care system must be well-aligned and work in a coordinated way to deliver effective support.关键词
