Abstract
This study adopts the"impossible triangle"conceptual framework to systematically reveal the structural tensions among three core objectives in smart elderly care systems:service efficiency,ethical acceptability,and fiscal viability.Based on fieldwork in 11 smart elderly care institutions and technology firms in Wuhan,Chongqing,and Hangzhou,the study identifies five typical types of embedded institutional tensions and summarizes three corresponding coordination mechanisms.The research finds significant variation in governance logic,resource endowments,and institutional arrangements across organizations.Technology-prioritized and fiscally constrained models are often characterized by fragmented service delivery and insufficient ethical integration,whereas system-embedded,multi-actor collaborative,and ethics-enhancing models exhibit distinctive approaches to absorbing tensions,distributing responsibilities,and embedding normative values.Building on these findings,the study develops a governance framework of"tension identification-mechanism matching-institutional adjustment,"which not only extends the theoretical applicability of structural tension models to the field of social service research,but also offers actionable guidance for typology-informed governance in smart elderly care.关键词
