Abstract
As a key and challenging area of urban renewal,the historical urban area needs to coordinate the relationship between protection and development,balance multiple interests,and promote the comprehensive governance of space and social environment.It is urgent to establish a renewal governance path system oriented by public values.Based on this,this paper introduces the"Strategic Triangle"model analysis tool from the field of public value theory,adjusts it for the specific situation of historical urban area renewal,and constructs a renewal governance theoretical framework that includes consensus value goals,systemic institutional design,and collaborative operation mechanisms.Through the empirical analysis of Tengchong's old city,this paper demonstrates how to focus on the three key dimensions of value goals,institutional design,and operation mechanisms to achieve public value in the renewal of historical urban areas,in order to provide references and lessons for urban renewal governance in China's new era.关键词
