粮食产销区省际横向利益补偿的问题与对策
Problems and Countermeasures of Implementing Inter-provincial Horizontal Benefit Compensation in Grain Producing and Marketing Areas

Abstract
From the exploration and establishment to the launch of implementation,a key step has been taken in the inter-provincial horizontal interest compensation for grain producing and marketing areas,but there are still some problems to be solved,the difficulty of accurately measuring compensation bases,the complexity of standard-setting,potentially weak willingness to compensate,and still-fragmented supporting policies.To implement the inter-provincial horizontal benefit compensation between grain producing and marketing areas,on the basis of optimizing and adjusting grain producing and marketing areas,the scientific rigor of horizontal compensation should be strengthened by accelerating the release of detailed implementation rules,diversifying compensation channels beyond fiscal transfers,and innovating market-oriented compensation instruments.Continuous field-testing and iterative policy adjustment are essential to secure a resilient,equitable and efficient compensation framework for national grain security.关键词
