基层干部工作动力提升与治理路径研究
Research on the Improvement of the Work Motivation and Governance Path of Grassroot Officials

Abstract
In recent years,the phenomenon of weakening the motivation of grassroot officials has occurred from time to time,which has affected the work performance of grassroot officials to a certain extent.By constructing an analytical framework of"spirit-organization-environment"(SOE)with Chinese characteristics and in line with the logic of grassroot administration,this paper analyzes the reasons behind the weakening of the work motivation of grassroot officials and the governance path,and points out that the reasons for the gradual weakening of the work motivation of grassroot officials include three levels:spirit,organization and environment.This can be specifically manifested as:job burnout at the psychological level,functional deficiencies at the organizational management level,and loose constraints at the work environment.To enhance the motivation of grassroot officials,it is necessary to stimulate their inner potential and promote the transformation from"unwilling to do"to"active action";improve the system mechanism and promote the transformation from"dare not do"to"dare to act";and optimize the working environment and facilitate the transformation from"incompetence"to"capable action".关键词
