Development Trend of Mobile Personnel System of National Science Foundation of the United States

Abstract
This paper summarizes the origin and changes of the mobile personnel system in the United States'Intergovernmental Personnel Act,and finds that the mobile personnel system in the United States has undergone a transformation from"outward"to"inward",that is,from a mode that the federal government dispatches employees to state and local governments to a mode that the federal government absorbs a large number of external professionals to participate in its management work.The National Science Foundation of the United States has introduced a large number of scientists,engineers,and other mobile personnel to participate in fund management work.Through the collection and analysis of information such as literature,reports,and official websites,it is found that the proportion of mobile personnel in various departments of the National Science Foundation of the United States is relatively high,reaching over 30%,and the proportion in administrative management positions is on the rise.Mobile personnel not only play an important role in enhancing the scientific and professional management of the National Science Foundation of the United States,but also have significant spillover effects,thus helping to cultivate a large number of research and management talents,promote knowledge transfer,and drive technological progress in cutting-edge fields and regions.The experience related to the establishment and employment of mobile personnel positions,job functions and authorities,ability training and improvement,and interest conflict management can provide a reference for the relevant work of natural science foundations in China.关键词
