Abstract
As the core constituent of the feudal bureaucratic system,civil officials played a pivotal role in national administrative operations.During the Qing Dynasty,the bureaucratic evaluation system reached maturity,with the reward and punishment mechanism serving as a crucial instrument for assessing official performance and monitoring the stability of the bureaucratic apparatus.This mechanism was instrumental in motivating and regulating official conduct,strengthening centralized authority,and facilitating talent selection and allocation.Through an analysis of the design logic and practical efficacy of the reward and punishment mechanism within the Qing civil official evaluation system,this paper reveals its historical limitations while simultaneously highlighting its referential value for contemporary official evaluation systems.In the context of deepening reforms in official personnel systems and building a high-quality,professional official force,the paper proposes that we should fully absorb the essence of the ancient official evaluation system,and constantly explore and practice the official appraisal system that meets the requirements of the times in light of the actual situation of modern society.关键词
