Analysis of the Construction of Professional Development System for Full-Time Drug Inspectors in China

Abstract
Objective To analyze the current status of the construction of professional development system for full-time drug inspectors in China.Methods Questionnaires were distributed to 32 medical products administrations across 31 provinces(autonomous regions and municipalities directly under the central government,excluding Taiwan)and the Xinjiang Production and Construction Corps.Data were collected and analyzed in five areas:inspection institutional setting,inspector allocation,daily management,performance evaluation,and promotion and advancement.Additionally,procedural documents,regulatory systems,and work summaries related to inspector classification,education and training,and incentive mechanisms were gathered.A comparative analysis was conducted of the implementation status before and after the release of Opinions of the General Office of the State Council on Establishing a Professional and Specialized Drug Inspectors.Results A total of 32 questionnaires and summary documents were collected.The number of drug inspection institutions and full-time inspectors increased significantly.Related management systems were gradually improved,and the professional attributes of full-time drug inspectors became more apparent.However,the development system remained insufficiently robust,with issues such as limited professional identity,constrained career development,and inadequate training still to be addressed.Conclusion The development of full-time drug inspectors should adhere to the principle of professionalization.By drawing on international best practices and continuously optimizing institutional systems,China can build a highly competent,professional,and comprehensive drug inspector team to strengthen the talent foundation for drug safety supervision.关键词
