Abstract
Data serves as the foundation of digital twin water resources construction and a vital engine for fostering new developments in basin governance and management in the digital era.To enhance the governance and management capabilities of the Songliao River Basin,this paper addressed key issues such as data fragmentation,insufficient application,and low levels of sharing.Based on the current status of data resources at the Songliao Water Resources Commission,an overall framework for a data resource management platform was designed,employing key technologies such as multimodal data fusion and assimilation.Implementation pathways covering data aggregation,governance,mining,and service were proposed,and the driving role of data resource utilization in enhancing basin governance and management capacity was further explored.This study not only provides a reference for data resource utilization construction in the Songliao River Basin but also lays a solid data foundation for promoting digital twin water resources construction and improving the overall capabilities of basin governance and management in the Songliao River Basin.关键词
