农村基层治理中外出务工人员的数字化参与问题探究
Research on the Digital Participation of Migrant Workers in Rural Grass-roots Governance

Abstract
The participation of rural migrant workers in rural governance through the open platform of village-level affairs is an essential form of realizing rural digital governance.Based on the case of the village-level affairs open platform in X County,H Province,this paper discusses the digital participation of migrant workers in rural grass-roots governance.The research finds that the digital participation of migrant workers in rural grass-roots governance mainly involves the transformation of the field of participation from traditional physical space to cyberspace.It breaks the restriction of physical space on rural migrant workers'participation in rural grass-roots governance,and realizes the goal of rural migrant workers'participation in rural governance under the condition of"leaving the field".The realization of digital participation is mainly achieved by the mutual promotion of system embedding,technology embedding and concept embedding.Compared with traditional participation methods,digital participation methods show new forms,characteristics and values,but there are also related problems caused by technical risks,the differentiation of participants caused by digital divide,and digital formalism induced by excessive digital demands of grass-roots staff.In this regard,the paper proposes several countermeasures and suggestions,including selecting professionals with excellent digital skills,enhancing the digital skills training of participants,and innovating staff assessment methods.关键词
