流域防洪"四预"业务流程与功能优化配置研究
Study on business process and functional optimization of functions of"Four Pre"flood control in river basins

Abstract
The"Four Pre"flood control system,as both the starting and ending point of digital twin water conservancy construction,is a crucial approach to advancing intelligent flood control and disaster mitigation in river basins.Within the overall framework of digital twin river basin construction,this study aimed to optimize and refine the flood control business processes and functional.A comprehensive literature review of domestic and international flood control research identified existing problems in the current"Four Pre"business processes and functional framework.Employing design methodologies focused on framework,process,and function,the study conducted an optimization and reconfiguration of the general process and functional system of the"Four Pre".It established processes including rolling forecasting supported by the"three defense lines"targeted warning for potential flood risks,the"forward-reverse-forward"rehearsal process,and dynamic optimized scheduling and execution of plans.Furthermore,it clarified the mutual feedback mechanisms within the"Four Pre"business processes.These contributions guided precise optimization of core functions and key technological requirements,effectively promoting the productization of"Four Pre"general business software.This research explores a replicable and scalable pathway for digital twin water conservancy business construction,offering significant reference and practical guidance.关键词
