Abstract
At a time when the fourth industrial revolution is intertwined with the geopolitical competition of major powers,rare earth resources have emerged as a focal point in critical minerals competition among ma-jor powers due to their wide application in high-tech fields and their irreplaceability,non-renewability and uneven distribution.In the process of reconstructing the global supply chain of rare earth resources led by the US and western countries,many countries in the Global South are likely to become dependent on major powers due to their lack of technical capabilities in critical mineral areas.However,with abundant rare earth resources,Vietnam has sought a unique development path in the dilemma of"dependence"and"in-dependence".It has been observed that Vietnam has adopted a"bamboo diplomacy"approach—marked by supple adaptability above and strong rootedness below—to flexibly embed itself in the multilateral coopera-tion network,transforming the potential rare earth resources from geological endowment into strategic lever-age for diplomatic games.At the same time,centering on economic diplomacy,Vietnam has seized the stra-tegic opportunity created by Western anxieties over rare earth supply chain security.The country transforms key mineral resources into an important tool to serve the national strategy for the development of high-tech industries and drives the upgrading of the domestic industry with the help of external forces,effectively con-verting the resources into diplomatic power.The practice of Vietnam provides valuable insights for Global South countries to break free from the"dependency trap"in the global competition over critical minerals.关键词
