A Text-based Analysis and Quantitative Evaluation of Local Government Policies Regarding the Integration of Culture and Tourism

Abstract
Based on the policy consistency theory,an evaluation index system for policy texts on the integra-tion of culture and tourism was constructed,using content analysis with a sample of 834 policies from 30 provinces.The consistency of 9 policies issued by local governments in the past five years was analyzed using the policy model consistency index.The results show that 3 policies have excellent consistency,3 policies have good consistency,and 3 policies have acceptable consistency.Local government policies have advantages in terms of policy content,policy support and assurance,and policy evaluation.However,they need improvement and optimization in terms of policy nature,timeliness,level,recipients,and tools.Evaluating local policies on the integration of culture and tourism can offer valuable insights for policy refinement and design,and in turn,play a guiding role in industry de-velopment,ecological sustainability,and cultural value construction.关键词
